The exterior design of each facility reflects the importance and permanence of the government services Rowan County provides to the community while incorporating the style and context of the local community. Windows incorporate the proportion and style of historic windows in the community. Located adjacent to the Rowan County Judicial Center, (also designed by Sherman Carter Barnhart), the two buildings are joined by sidewalks and green spaces, providing easy access to all County services.
